You can fill it right up to the top edge.
Most people who buy the small pot have got a very small area to use for gardening.
If using the small pot you will be able to fit 8-10 basil/coriander sized plants in the pot. – Bill

I have just purchased the small pot without any research and now having viewed your website am concerned I have chosen the right size for what I wish to grow.
Can I build a tower for cherry tomatoes in the small size?
Is is ok to grow shallow rooting herbs etc in the large size?
How many plants can be grown in each pot eg basil, coriander and similar?

I want to build a garden for my apartment deck based on these pots but would prefer to be be consistent with the size of pots for aesthetic reasons.
